Sheldon Whitehouse began his career in 1982 working as a clerk for Judge Richard Neely of the Supreme Court of Appeals of West Virginia. He worked there till 1983. From 1985 to 1990, he worked in the Rhode Island Attorney General’s office as a special assistant attorney general. In the same office, he also held the positions of Chief of the Regulatory Unit and assistant attorney general.

In 1991, he began working in Rhode Island Governor Bruce Sundlun’s office as his Executive Counsel. He later became the Director of Policy. In 1992, he became the state’s Director of Business Regulation. A positive that came out of his work was that it was under his supervision that the state’s workers’ compensation insurance system was improved.
