Jeffery Lane Flake was born on 31 December 1962 in Snowflake, Arizona, U.S., a town named in part after his great-great-grandfather, William Jordan Flake, a Mormon missionary. His mother was named Nerita, and his father was Dean Maeser Flake, who served as a bishop and the town mayor. Jeffery spent his childhood on a cattle ranch in Snowflake. He is a Christian.

While attending Brigham Young University, he took a break of almost two years to go as a missionary to South Africa for The Church of Jesus Christ of Latter-Day Saints. As a result, he learnt to speak Afrikaans there.

After college, he moved to Washington D.C. and worked in public affairs but eventually relocated to Namibia to serve as the executive director of the Foundation for Democracy. He returned to Arizona in 1992 and became the Executive Director of Goldwater Institute before being elected to the House of Representatives.
