In 1983, Hubbell started working for Equitable of Iowa Firms. In the 1860s, his great-great grandfather, Frederick M. Hubbell, founded Equitable, a life insurance company. Hubbell became Chairman of Equitable’s discount department store division Younkers in 1985.

He became President of Equitable in 1987. He was credited with “orchestrating a resurgence of the once sleepy company” while at Equitable, where he oversaw day-to-day activities and strategic measures. He remained president until the ING Group bought the corporation in 1997.

Governor Chet Culver named Hubbell to the position of Acting Director of the Iowa Department of Economic Development in 2009 to aid in the clean-up of hundreds of millions of dollars in waste related to a film tax fiasco. During his service, Hubbell assisted in the formation of a Tax Credit Review Panel, which identified $160 million in tax credits and benefits that were underperforming that should be withdrawn or repurposed to best represent Iowa. Hubbell has sat on the Iowa Power Fund Board of Directors from 2007 to 2010, where he was in charge of raising $100 million in wind and solar energy throughout the state.

Hubbell has consulted and volunteered for a wide range of non-profits and charitable organisations. From 1982 to 1989, he served on the Des Moines Mercy Hospital Medical Centre Board of Trustees, the Planned Parenthood of Mid-Iowa Board of Directors, and as Chair of the Board in 1985, as Iowa Chair of the United Negro College Foundation in 1988, as Chair of the Iowa College Foundation Board from 1995 to 1996, and as Co-Chair of the Des Moines Branch NAACP Freedom Fund Banquet.

Hubbell helped lead a disaster recovery effort, The Embrace Iowa, 2008 Iowa Disaster Fund, after the 2008 flood in Eastern Iowa, contributing almost $8 million to local flood relief groups. Fred and Charlotte Hubbell have assisted Broadlawns Medical Center in Des Moines with the expansion of their mental health unit, which resulted in a 50% rise in mental health beds and the addition of two additional psychiatrists.

Hubbell declared his candidacy for Governor of Iowa on July 17, 2017. His campaign announced on July 24 that it had raised more than $1 million, a record sum for a Democratic gubernatorial nominee in Iowa, and on January 18, 2018, that he had raised more than $3 million since launching his campaign.

Hubbell was generally regarded as the Democratic primary’s front-runner, polling at the top of the field and spending two times more money than his rivals. Hubbell led the Democratic primary with 22% support, 9% more than any other nominee, according to an Iowa Starting Line poll released on November 14, 2017.

Hubbell secured the Democratic nomination for Governor of Iowa with 55% of the vote in the Democratic primary. In the general election on November 6, 2018, he ran against Republican incumbent Kim Reynolds and Libertarian nominee Jake Porter. He was defeated by Reynolds by a razor-thin margin.
